A judge is expected to rule Thursday on whether to block an emergency restraining order against the National Guard deployment to Chicago, as Illinois seeks to prohibit the use of federal troops, citing the deployment as unconstitutional and a federalization of law enforcement.

On Thursday, US District Judge April Perry said that allowing Guard troops in the state would only "add fuel to the fire."
