To add friends on Steam, you can enter their Friend Code, click a link, or go to their profile. Most of this can be done from just one menu.

Steam users on their Windows 11 or Windows 10 can quickly and easily find and use Steam Friend Codes to add friends and play multiplayer games together as ‘parties’.

On Steam window, select the Friends tab on the upper left. Once you’re in the Friends window, click the Add a friend icon. Click on the COPY button to copy your own Friend Code.

Search for people through it, and click on Add as Friend if you want to be friends with them. This is how you can find users through the Community tab on Steam.
